FPT supports nationwide rollout of Make in Vietnam digital platform for civil judgment enforcement

The Civil Judgment Enforcement (CJE) Digital Platform has officially been rolled out nationwide, marking a major milestone in the digital transformation of Viet Nam’s justice sector. Implemented by the Ministry of Justice with the technology partnership of FPT Corporation, the platform is widely regarded as a comprehensive reform of governance and operational practices in civil judgment enforcement—aimed at enhancing transparency, modernizing public services, and placing citizens at the center.

A turning point for comprehensive digital transformation

The year 2025 presented unprecedented pressure for the civil judgment enforcement system. A total of 1,063,030 cases were subject to enforcement, involving more than VND 683.8 trillion, including several high-value cases worth thousands of billions of dong. At the same time, the sector underwent major organizational restructuring under a single-tier model, reducing 63 provincial units to 34 provincial-level authorities—necessitating a fundamentally new approach to management and operations.

In addition, the National Assembly’s adoption of the amended Law on Civil Judgment Enforcement on December 5, 2025 made digital transformation a mandatory requirement. Notably, several digital-related provisions took effect as early as January 20, 2026, rather than July 1, 2026—sending a clear message that reform could no longer be delayed.

Deputy Minister of Justice Mai Luong Khoi emphasized: “Digital transformation in civil judgment enforcement is no longer optional, nor a short-term initiative—it is a matter of survival. Without the strong application of information technology and a fundamental shift toward digital-based management and enforcement, the system will struggle to operate effectively amid the growing volume and value of cases.”

This imperative prompted the Ministry of Justice and the Civil Judgment Enforcement Department to work decisively with technology partners to build an entirely new “operating system” for the sector, aligned with Resolution No. 57-NQ/TW, Resolution No. 66-NQ/TW of the Government, and the streamlined two-tier government model.

A nationwide digital platform

On the morning of January 20, 2026, the entire civil judgment enforcement system under the Ministry of Justice simultaneously began operating on a new digital platform featuring four core modules: e-receipts, enforcement decision support, enforcement operations, and complaint and denunciation handling. These modules fully digitize 100% of professional processes and citizen interactions.

The platform serves 34 provincial-level civil judgment enforcement authorities and 355 regional offices, supporting more than 6,800 users, including leaders, enforcement officers, and specialized staff. The nationwide rollout marks the sector’s transition to comprehensive digital operations, contributing to a disciplined, transparent, and modern justice system in service of the people.

Within a short period, the platform has already delivered notable results. By the end of 2025, 100% of enforcement decisions were issued electronically through an AI-integrated system, while more than 600,000 electronic receipts replaced paper documents, covering transactions valued at over VND 30 trillion. All processes—from case intake and enforcement to payment—have been digitized, enabling transparency and real-time supervision.

Initial results show processing times reduced by approximately 30%, administrative procedures cut by up to 80%, and real-time oversight strengthened—eliminating “gray areas” where misconduct could arise. These outcomes demonstrate the effectiveness of the new operating model, in which technology has become a core foundation rather than a mere support tool.

Implemented under a unified roadmap, many localities proactively participated in pilot programs and accelerated adoption. Speed, urgency, and round-the-clock implementation characterized the final phase leading up to the nationwide go-live.

Ho Chi Minh City took the lead in deploying several platform modules and inaugurated the first Civil Judgment Enforcement Intelligent Operations Center (IOC), using the national IOC platform centrally managed by the Civil Judgment Enforcement Authority for real-time monitoring and control. Meanwhile, Hanoi pioneered the pilot of the Citizen Reception and Complaint Handling module—a complex and sensitive function requiring high standards of process control and accountability.

On the first day of official operation, civil judgment enforcement agencies in Can Tho, Son La, Dien Bien, Dong Thap, Quang Tri, Da Nang, Thanh Hoa, and other localities simultaneously conducted operations on the digital platform with on-site support from FPT’s technology teams, fostering a disciplined, determined, and synchronized working atmosphere nationwide.

According to Nguyen Thang Loi, Director General of the Civil Judgment Enforcement Management Department (Ministry of Justice), the system operated stably on its first official day, reflecting thorough preparation and methodical implementation across the sector.

As a strategic partner throughout this journey, FPT approached the project not merely as a technical deployment, but as a comprehensive restructuring of management and operational practices.

Within just five months, core software systems were developed, piloted, evaluated, and continuously optimized ahead of nationwide deployment.

Amid nationwide efforts to mark the 14th National Congress of the Communist Party of Viet Nam, the transformation of the civil judgment enforcement system carries special significance.
