FPT accompanies the Competition on Learning the Resolution of the 18th Hanoi Party Congress
Hanoi, April 14, 2026 – The Final Round and Awards Ceremony of the Competition on Learning the Resolution of the 18th Hanoi Party Congress, term 2025 – 2030, officially took place and concluded successfully in an atmosphere of enthusiasm and solemnity. This event serves as a broad political movement across the city, organized by the Hanoi Party Committee’s Commission for Communication, Education, and Mass Mobilization, with the technological partnership of FPT Corporation.
Implemented under Plan No. 20-KH/TU dated December 15, 2025, by the Hanoi Party Committee, the competition aims to help officials, Party members, and citizens of all walks of life grasp the fundamental contents of the Resolution and the Action Program for implementing the 18th Municipal Party Congress Resolution. The central focus throughout the competition involves new points, the guiding ideology of General Secretary and President To Lam, as well as the key goals, tasks, and strategic breakthroughs identified in the Congress documents.
The competition seeks to enhance communication efforts, creating consensus and confidence among officials, Party members, and the public in the successful implementation of the Resolution. Thereby, it contributes to inspiring the spirit and determination to join hands in building and developing a cultured, civilized, modern, and happy Hanoi capital city.
Citizens learn and participate in the online competition
To realize the above goals, FPT Corporation accompanied the Hanoi Party Committee by integrating the online testing feature into the iHanoi application, utilizing the Khaothi.Online platform. This is a comprehensive solution for managing examinations, testing, and assessment activities, including registration, planning, question bank construction, exam organization, online proctoring, and in-depth result analysis. With modern features, a user-friendly interface, flexible connectivity, and scalability, Khaothi.Online is designed to handle competitions with millions of participants across multiple devices, anytime and anywhere, while allowing real-time result tracking and data reporting. This solution has been a partner for numerous large-scale examinations at the Ministerial, provincial, and organizational levels nationwide.
Speaking at the opening ceremony, Mr. Dao Xuan Dung – Deputy Head of the Hanoi Party Committee’s Commission for Communication, Education, and Mass Mobilization, emphasized: “This competition marks a breakthrough in organizational form, clearly demonstrating the capital’s spirit of innovation and digital transformation through the thorough application of digital platforms.” He affirmed that bringing the competition to a digital platform helps disseminate the resolution directly and rapidly to every citizen with a smartphone.

Prior to the Final Round, the competition underwent 4 weeks of Online Preliminary Rounds with a reach that exceeded expectations. With over 1,084,067 entries, this figure reflects not only the competition’s appeal but also the clear effectiveness of applying digital technology platforms, specifically Khaothi.Online, in communicating and disseminating Party Resolutions. The entire system was deployed, integrated, and ready for operation within just two weeks, supported by a technical team providing 24/7 online assistance throughout the event.
From millions of entries, the 16 most outstanding contestants gathered for the Final Round, demonstrating the competitiveness and seriousness of the event.
As the oldest contestant in the Final Round, Mr. Dinh Tien Huong – currently the Party Cell Secretary of Xuan La, Xuan Dinh Ward, shared: “I am a Party member from the National Defense Academy, so I am relatively comfortable with technology.” He added that he faced no difficulties during the online test as the interface was clear and easy to use.

Mr. Tran Van Quang, a third-year student at Phenikaa University and the youngest contestant in the Final Round, provided a perspective from a regular user: “This is a very practical competition, especially for young people like us, to clearly understand the resolution and action programs.” Quang also noted that the testing process was very convenient; as long as one has a phone, they can participate from anywhere.
Mr. Tran Van Quang shared that he was very happy and honored to be the youngest person in the Final Round.
FPT Corporation was honored with Certificates of Merit from the Hanoi Party Committee’s Commission for Communication, Education, and Mass Mobilization for both the collective and individuals who showed excellence in organizing the competition.
FPT was awarded a certificate of commendation by the Commission for Propaganda and Mass Mobilization of the Hanoi Party Committee.
