Civil Judgment Enforcement Digital Platform: When technology goes hand in hand with institutions to realize Resolution 57-NQ/TW

The Civil Judgment Enforcement (CJE) Digital Platform of the Ministry of Justice, jointly implemented with FPT Corporation, is considered a revolution of the sector with comprehensive innovations. The project not only redefines the operational methods of the justice sector but also introduces a new model for the national digital transformation problem.

National digital transformation is shaping entirely new approaches and methods of implementation, grounded in Resolution 57-NQ/TW along with a series of key resolutions on science and technology, data, and digital transformation. To meet core tasks, technology needs to be involved from an early stage to create systems ready from the moment laws come into effect. A typical example of this guiding mindset is the Civil Judgment Enforcement (CJE) Digital Platform of the Ministry of Justice, jointly implemented with FPT Corporation, which is regarded as a revolution of the sector with comprehensive innovations.

More than 890,000 electronic receipts have been issued, more than VND 60 trillion collected from electronic receipts, 100% of enforcement decisions of enforcement agencies are carried out entirely in the digital environment, more than 2 million documents have been updated and issued in the digital environment, and 100% of CJE agencies have implemented citizen reception and complaint resolution processes in the digital environment.

These are the measurable figures over 6 months of operation in the fiscal year of the CJE sector of the Ministry of Justice, announced at the Launch Ceremony of the Civil Judgment Enforcement Digital Platform on April 3. This is a typical example of a new digital transformation approach with decisive thinking, rapid action, pioneering spirit, and effective creative collaboration between a technology enterprise and the Ministry of Justice.

Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 66-NQ/TW on reforming law-making and enforcement to meet the requirements of national development in a new era set out the requirement for a fundamental innovation in the methods of building and enforcing laws, towards modern governance operating based on data, openness and transparency.

Meanwhile, civil judgment enforcement is a complex field with a workload that can be described as “enormous.” Each year, the entire CJE system must organize the enforcement of more than 1 million court judgments and decisions with processing procedures still entirely based on manual work and bulky paperwork, with some case files weighing up to hundreds of kilograms.

In particular, in 2025, a series of especially serious economic and corruption cases arose with values reaching hundreds of trillions of VND, involving tens of thousands of related parties. This pressure increased further when from July 1, 2025, the CJE system officially operated under a one-tier model, in line with the requirement to streamline the organizational apparatus, ensuring effectiveness and efficiency, with 34 provincial-level CJE agencies directly managing 355 regional CJE offices.

At the same time, the Law on Civil Judgment Enforcement was passed by the National Assembly on December 5, 2025, institutionalizing judicial reform and digital transformation policies, making digital transformation a mandatory requirement in enforcement activities. Notably, some digital transformation contents took effect early from January 20, 2026.

Deputy Minister of Justice Mai Luong Khoi stated: “With the one-tier CJE model, management and administration requirements have fundamentally changed. The provincial level directly manages many regional CJE offices, the volume of work and funds is increasing; if management and administration continue to rely on paper reports and manual aggregation, it will not meet task requirements. Digital transformation is therefore the new operating method of the entire system – data-driven governance, real-time monitoring, transparency of processes and clarification of responsibilities at each stage and for each individual.

Therefore, the Ministry of Justice identifies digital transformation as the ‘lifeblood’, an inevitable path to strengthen process management, control cash flow and clarify responsibilities, thereby ensuring the lawful rights and interests of citizens and businesses, while maintaining discipline and integrity in enforcement. Early operation of the platform will not only concretize the spirit of the law but also help bring policies into life in a timely manner, avoiding institutional delays.”

Identifying that solution, the Ministry of Justice set a political determination to build the Civil Judgment Enforcement Digital Platform and the Intelligent Monitoring and Operations Center (IOC CJE) by the milestone of January 20, 2026 and officially launch it in April 2026. Activating the platform from January 20, 2026 was a proactive decision with a solid basis in both practice and institutional framework.

This is not an easy task, as building a digital platform for the CJE field poses three major challenges. First is the complexity of operations – enforcement involves many legal layers, many stakeholders, processes that can last for years with hundreds of different processing steps. This is one of the most complex processes in the state administrative system.

Second is financial and legal sensitivity, requiring the system to manage cash flows of trillions of VND each year with absolute transparency requirements, all transactions must be fully traceable with no errors allowed. The system must be designed with the strictest control layers ever implemented by the Ministry.

Third is the challenge of scale and speed when the problem requires nationwide deployment within just a few months, with official operation from January 20, 2026, serving nearly 1 million judgments each year. This requires the platform to be stable from the outset, with no prolonged testing period.

Therefore, the CJE Digital Platform of the Ministry of Justice demonstrates outstanding pioneering thinking in building systems towards a platform approach, applying new technological solutions along with strong political determination and nationwide transformation management. This is not merely putting processes into an electronic environment, but a fundamental change in governance methods, from experience-based management to data-driven management; from manual processing to real-time management; from fragmented processes to a transparent and fully connected system.

From awareness to action, the Standing Committee and Party Committee of the Ministry of Justice have decisively directed the development and deployment of the Civil Judgment Enforcement digital platform nationwide. The digital platform has been implemented methodically, with a clear roadmap, associated with strengthened inspection and supervision, under the direct direction of the Ministry’s leadership through the Steering Committee, specialized task forces and the technological companionship of FPT Corporation, ensuring thorough progress across the entire system with many important milestones.

Process before and after the deployment of the CJE Digital Platform.

Previously, civil judgment enforcement activities mainly relied on paper records, manual aggregation and periodic reporting, but now the entire process has been digitized seamlessly and operates on real-time data. From case acceptance, decision issuance to enforcement organization and revenue-expenditure management, all operations are carried out on a unified platform, allowing progress tracking, accountability control and full traceability of the entire case handling process.

The CJE digital platform creates a comprehensive and professional digital environment in civil judgment enforcement, directly transforming data into governance value and serving people. Thereby enhancing the effectiveness and efficiency of state management in civil judgment enforcement, ensuring that direction, administration, inspection, monitoring and violation handling are carried out promptly, accurately, transparently and based on digital data with four outstanding breakthroughs.

First, end-to-end digitization of CJE operations. CJE activities are comprehensively transformed, operating on a data platform with interoperable connections, forming a closed-loop enforcement process in the electronic environment: from receipt of requests, enforcement organization to revenue-expenditure and result delivery. Citizens can carry out the entire enforcement request process online, transparently, reducing direct contact, shortening processing time, optimizing costs and improving user experience.

Second, data connection and sharing – reducing administrative procedures. The CJE digital platform has completed connection with the National Data Center, ensuring interconnection of specialized data to serve verification and operational processing. Data is provided in real time, integrated with public services allowing online payment of court fees, supporting interconnection of procedures (such as issuance of judicial records), thereby shortening time, reducing paperwork and social costs.

The platform is also connected with VNeID, allowing sending documents, decisions and enforcement results online to correctly identified recipients. Citizens can track processing progress in real time. The digital method replaces manual delivery, ensuring speed, accuracy, independence from geography and increased transparency.

Third, smart governance and administration based on data. Data is connected, integrated and updated in real time to the Intelligent Monitoring and Operations Center (IOC) – the “digital brain” of the system. The system allows centralized monitoring, early warning, predictive analysis and decision support. Administration is transformed from traditional reporting to real-time data-driven governance, ensuring transparency, timeliness and improved efficiency. AI with virtual assistants supports task automation, resource optimization and operational workload reduction.

Dashboards are designed according to management hierarchy. The system also monitors administrative procedure handling through connection with the Ministry of Justice’s administrative procedure information system. Data is integrated from operational and internal management systems, covering all enforcement case files, payment transactions and complaints together with the AI virtual assistant Kyta Platform supporting lookup, analysis and data visualization for administration.

Fourth, comprehensive application of AI and digital technologies. The CJE digital platform integrates AI comprehensively, reducing up to 80% of case processing time and up to 90% of manual operations. The system automatically reads and analyzes court judgments and decisions, supports drafting enforcement decisions in under 20 minutes and extracts data into structured information fields for management and enforcement organization. The AI virtual assistant supports enforcement officers in professional lookup, suggesting case handling solutions, receiving and classifying petitions intelligently nationwide; at the same time automatically analyzing and forecasting enforcement trends to support real-time direction and administration.

For citizens and businesses, the platform creates a new method of interaction with enforcement agencies: submitting documents, advancing enforcement fees, receiving enforcement payments online without dependence on administrative boundaries; retrieving electronic receipts and enforcement decisions via QR codes; tracking processing status transparently and clearly. Time and travel costs are significantly reduced, while legal validity and financial security are ensured in the digital environment. Receiving electronic receipts after payment, retrieving enforcement decisions via QR codes, etc., contribute to convenience and enhance public trust in enforcement activities.

For enforcement officers and professional staff, the biggest change is the shift from handling fragmented stages to managing entire cases on a unified digital environment. The decision support subsystem and electronic receipts significantly reduce manual operations, standardize procedures, accurately control revenue-expenditure status and automate statistics and reporting. Responsibilities, progress and data are clearly displayed in real time.

For leaders and management agencies, the IOC allows comprehensive monitoring of enforcement activities on a centralized screen. Data is updated instantly, supporting identification of bottlenecks, evaluation of handling effectiveness and decision-making based on data instead of periodic aggregated reports as before.

Mr. Loi also emphasized that the CJE digital platform is designed in an “end-to-end” manner, organizing enforcement across the full operational chain in the digital environment, closely interconnected with relevant agencies. The core difference is that enforcement officers can for the first time handle a case end-to-end on a single digital environment, from acceptance, decision issuance, enforcement organization to management of enforcement funds with clear digital traces, standardized processes and instant controllability.

A financial accountant at Ho Chi Minh City CJE shared: “Through the working process, the platform has brought clear efficiency in financial accounting. Previously, checking vouchers and figures in revenue-expenditure processing was mainly manual, time-consuming and error-prone. Since operating on the platform, the entire process is seamless, synchronized and accurate. In particular, data is updated promptly and automatically aggregated quickly.”

According to Mr. Nguyen Van Hoa, Head of Ho Chi Minh City CJE – the locality with the largest enforcement workload nationwide: “Previously, grasping the situation mainly relied on weekly, monthly, quarterly reports, so information often had delays. Now, with the digital platform dashboard, leaders can monitor processing progress in real time, compare effectiveness down to each unit and each enforcement officer; promptly identify bottlenecks and overdue cases for direction.” He emphasized: “The change is not only a tool change, but a shift in mindset from ‘responding’ and waiting for reports to ‘proactively’ coordinating based on data.”

Dashboards are designed in alignment with management hierarchy. The system simultaneously monitors the handling of administrative procedures through integration with the Ministry of Justice’s Administrative Procedure Resolution Information System.

Also according to Mr. Hoa, managing the entire enforcement cash flow through the electronic receipt subsystem helps all transactions be fully recorded and traceable, quickly reconciled and transparent. As a result, the pressure on officials in the financial-accounting stage is significantly reduced, errors are limited, professional discipline is strengthened, while also reinforcing the trust of citizens and businesses thanks to convenient document lookup and verification.

Transparency of cash flow not only helps prevent risks and limit errors in the enforcement process, but also enhances openness, thereby strengthening public and business trust in enforcement activities.

Mr. Pham Van Dung – Head of Hanoi CJE said that deploying the digital platform is a necessary step to improve operational efficiency in a locality with a large volume of cases. According to him, dashboards help leaders monitor progress in real time, promptly detect overdue cases, bottlenecks and allocate appropriate resources. At the same time, digitalized subsystems and cash flow management contribute to increasing transparency, reducing professional errors and improving service quality for citizens and businesses.

“The CJE digital platform is considered an important platform to gradually form a digital database system, serving citizens, businesses and supporting management, direction and administration of the justice system in general and the CJE system in particular,” said Mr. Le Xuan Loc – Director General of the Department for Procuracy of Civil Judgment Enforcement, Supreme People’s Procuracy.

In addition, as the CJE digital platform continues to be improved with added functions for monitoring enforcement progress, connecting and sharing data among agencies, as well as supporting detection and warning of violations, the work of procuracy in civil judgment enforcement will be enhanced in both quality and effectiveness, especially in timely, accurate and comprehensive access to information and documents.

Along with the decisive and pioneering direction from the Ministry’s leadership, an urgent and breakthrough digital transformation roadmap has been established across all levels of the justice sector, forming a new approach to technology. That is the shift from the traditional approach – where laws and policies are issued first and technology is implemented later – to a new approach where technology and institutions are developed in parallel and co-created.

Previously, digital transformation in the public sector often followed a familiar cycle: issuing laws and policies, developing guiding documents, establishing IT projects, approving investment, conducting bidding, selecting technology partners, and implementation – a process that could take several years. While this approach ensured rigor, in the context of rapidly evolving technology, sometimes by the time the system was completed, the real-world problem had already changed.

The year 2025 marked a shift in thinking and approach. Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, followed by Resolution No. 214/NQ-CP of the Government issuing the Government’s action plan to promote data creation for comprehensive digital transformation, created a turning point for technology to “set standards” from the beginning.

Instead of viewing technology partners as contractors, the Government is opening mechanisms for technology enterprises to participate from the early stages of investment preparation, policy design, legislation, solution development and pilot operation models. Policy is no longer developed ahead of technology in a one-way direction, but formed in parallel with practical implementation.

According to Resolution 214/NQ-CP, each ministry and sector will build a list of capable technology enterprises to accompany them. Enterprises participate early in investment preparation, jointly analyze operational problems, standardize data, propose technology architecture and pilot models before scaling. In return, state management agencies gain additional knowledge resources, practical experience and technological capacity to shorten the cycle from policy ideas to real-world operation.

Accordingly, the Ministry of Justice is one of the pioneering agencies concretizing the spirit of the resolutions to build a modern, professional and transparent justice sector, meeting development requirements in the new period, notably through the implementation of the Civil Judgment Enforcement platform with technology partner FPT.

Throughout the implementation process, the Ministry’s leadership directly directed through regular meetings with a sense of urgency, close adherence to reality and implementation plans. The Ministry established a Steering Committee and specialized task forces, closely coordinating with FPT to manage progress and resolve issues under the mechanism of “implementing while refining.”

The implementation process was carried out with high speed and discipline. Technology teams closely followed each operational step, conducting field surveys at CJE units. The system was built in full compliance with technical standards, information security and requirements for data connection and sharing in accordance with Official Document 4577/BKHCN-CDSQG of the Ministry of Science and Technology.

During implementation, the General Department of CJE coordinated with FPT and local focal points to carry out communication and comprehensive change management through newsletters updating implementation progress across 34 provinces and cities, thereby ensuring structured transformation and avoiding resistance often seen in IT projects.

Progress updates were maintained regularly, creating consensus and unified action across the system. In November 2025, a direct support campaign was deployed in 34 localities with 70 technology experts on-site for training and transfer. During the peak flooding period in Central Vietnam in November 2025, implementation activities were not interrupted; FPT support staff even used candles to cook instant noodles, determined not to affect training and deployment schedules.

On January 3, 46 technical staff coordinated training for nearly 600 officials at 19 locations in Ho Chi Minh City. At the nationwide operation milestone of January 20, technical teams were on duty 24/7, ensuring the system operated smoothly and stably from day one.

This is a turning point clearly demonstrating the direction of digital transformation in the new era, highlighting the role of leadership in activating a comprehensive reform.

The CJE digital platform can be considered the first ministerial-level platform applying new technologies including AI, data and the low-code/no-code platform model.

Instead of developing a “closed” software for each separate function with fully customized programming, the system is built on a platform architecture, allowing flexible configuration and adjustment of operational processes directly in the digital environment. This approach significantly shortens deployment time, meets continuously changing institutional and organizational requirements, while ensuring interoperability, scalability and data security according to national standards.

In particular, Kyta Platform – a “Make in Vietnam” digital platform developed 100% by FPT engineers – was selected to consult and implement with the Ministry of Justice. The platform is designed to effectively solve common management and operational problems of both the public sector and enterprises, while flexibly scaling for large-scale processes with multiple steps, legal layers and large data volumes. The architecture combines AI for advanced processing, low-code/no-code for rapid configuration and adjustment, and capabilities for integration, interoperability and expansion across sectors and nationwide.

A notable feature is AI integration, where through the built-in AI assistant, leaders can query data using natural language, assign tasks directly and monitor progress on a centralized dashboard.

Sharing about challenges in rapid deployment, FPT representatives said the biggest challenge was not technology but nationwide rollout across thousands of officials with varying digital skill levels, while CJE processes are inherently complex and differ across localities.

Therefore, FPT did not impose technology but focused on the management needs of enforcement agencies and convenience for citizens, thereby building a suitable and sustainable solution.

“We implemented based on three principles. First, business-centric – working closely with the General Department of CJE to deeply understand real processes, thereby designing systems aligned with familiar workflows to minimize adaptation time.

Second, close companionship – implementing with a structured roadmap, in-depth training, 24/7 technical support and deploying engineers at key localities. This is not just technology transfer but a process of ensuring effective system operation.

It can be said that the CJE project is the clearest demonstration of Kyta Platform’s capability in solving large-scale, complex and sensitive public-sector management problems. Experience from this project is being expanded by FPT into other fields such as taxation, customs and education.

From the practical implementation of the CJE Digital Platform by the Ministry of Justice with FPT’s support, it can be seen that when the State and enterprises share the same vision, responsibilities and actions from the beginning, major reforms can be realized in a shorter time, more effectively and more sustainably.
