Ho Chi Minh City Launches Electronic Health Records on the Digital Citizen App with FPT as Technology Partner

Ho Chi Minh City – At the recent Launch Ceremony for the 150-Day Citywide Health Check-up Campaign 2026, Ho Chi Minh City officially launched a large-scale healthcare initiative for residents while unveiling the Electronic Health Record (EHR) feature on the Ho Chi Minh City Digital Citizen App. The solution was implemented by the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center, with FPT Corporation serving as the technology partner.

The event reaffirmed the city’s commitment to leveraging digital technologies to improve healthcare services while marking another milestone in its healthcare digital transformation journey toward ensuring that every resident has a comprehensive, lifelong electronic health record.

The Electronic Health Record feature is integrated into the Ho Chi Minh City Digital Citizen App through the collaboration between FPT, the Ho Chi Minh City Department of Health, and the Ho Chi Minh City Digital Transformation Center.

The launch ceremony took place on July 16 at Cu Chi Regional General Hospital, with the participation of Mr. Nguyen Phuoc Loc, Member of the Party Central Committee, Deputy Secretary of the Ho Chi Minh City Party Committee, and President of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Mr. Huynh Thanh Nhan, Vice Chairman of the Ho Chi Minh City People’s Council; representatives of the Ho Chi Minh City Party Committee’s Commission for Information, Education and Mass Mobilization, the Ho Chi Minh City Department of Health, the Ho Chi Minh City Digital Transformation Center, healthcare institutions, and technology partners.

Over the next 150 days, Ho Chi Minh City will accelerate the implementation of its citywide health screening program to expand residents’ access to healthcare services, strengthen early disease detection, and improve primary healthcare quality. Following each health examination, residents’ information will be automatically updated to their electronic health records, creating the foundation for continuous, lifelong health management.

Speaking at the ceremony, Associate Professor Dr. Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, said that, in line with the Ho Chi Minh City People’s Committee’s directive launching the 150-day intensive campaign to achieve the city’s 2026 socio-economic development targets, the city’s healthcare sector has officially commenced the 150-day accelerated implementation of the universal health check-up program.

During the event, the Electronic Health Record (EHR) feature on the Ho Chi Minh City Digital Citizen App—implemented by the Department of Health and the Digital Transformation Center with FPT serving as the technology partner—was officially introduced. For many years, building an electronic health record for every resident has been a strategic priority for the city’s healthcare sector. Beyond digitizing medical records, the Electronic Health Record is envisioned as a comprehensive “health portrait” that continuously reflects each individual’s health status throughout their lifetime.

Ho Chi Minh City aims to provide Electronic Health Records for all 14 million residents through the Digital Citizen App.

Instead of storing scattered medical reports and test results, residents can now access their complete health information through a single digital platform. The Electronic Health Record is initially built from community health screening data and will continue to be enriched with electronic medical records from healthcare facilities according to the Department of Health’s implementation roadmap. This enables residents to proactively monitor their health while allowing physicians to quickly access medical histories and reduce duplicate examinations and tests.

The Electronic Health Record currently displays two primary categories of information: (1) foundational information, including personal identification, health insurance, medical history, allergies, and immunization records; and (2) health information, including physical indicators, clinical and laboratory results, physicians’ diagnoses, and healthcare recommendations. For residents participating in the city’s free health screening program, examination results are synchronized with the Department of Health’s system within 48 hours and automatically updated on the application.

After nearly two months of implementation (May 25–July 15), more than 550,000 residents across the city have completed health check-ups and received Electronic Health Records. Through the Ho Chi Minh City Digital Citizen App, users can conveniently access their health records, review medical histories, and monitor key health indicators directly from their smartphones.

The Ho Chi Minh City Digital Citizen App, launched in November 2024, was developed on the FPT.dCitizen platform under the leadership of the Ho Chi Minh City Digital Transformation Center, with FPT serving as the technology partner. Using a single login with their VNeID digital identity account, residents can access a wide range of digital public services, including administrative procedures, application status tracking, public feedback submission, citizen engagement services, and now Electronic Health Records—all through one unified platform.

To date, the application has recorded nearly 700,000 downloads and more than 4 million service visits, while continuously expanding its capabilities to include 15 citizen-focused features spanning city news, digital maps, information lookup, emergency alerts, public feedback through the 1022 Hotline, and Electronic Health Records, further enhancing the city’s comprehensive digital services ecosystem.

The Ho Chi Minh City Digital Citizen App was launched in November 2024, with FPT serving as the technology partner alongside the Ho Chi Minh City Digital Transformation Center.

In the next phase of implementation, the Ho Chi Minh City Department of Health and the Digital Transformation Center will continue expanding the Electronic Health Record database on the Digital Citizen  App. Building on its experience partnering with Ho Chi Minh City, government ministries, and local authorities in implementing digital transformation initiatives and Resolution No. 57-NQ/TW, FPT will continue leveraging its core technology capabilities to further enhance the platform. Beginning in late 2026, residents are expected to gain access to additional medical information, including outpatient and inpatient treatment histories, diagnoses, prescriptions, laboratory test results, medical imaging, and clinical procedures directly through the Digital Citizen App.

The launch of the 150-day citywide health check-up campaign, together with the introduction of Electronic Health Records, further demonstrates Ho Chi Minh City’s citizen-centric approach to digital transformation. As the city’s technology partner, FPT will continue working closely with the Department of Health and the Digital Transformation Center to implement digital platforms that improve healthcare quality and contribute to building a modern, sustainable digital healthcare ecosystem.
